Wizard should not to search and replace

When the user in the wizard mode to setup muzima, the application should not perform search and replace for any data that are coming from the server. This is pretty obvious because the local database will contains no data.

Even though the execution of the query will be fast, preparing the query still will add time to the the entire wizard process. The fix for this would be to include a flag in the sync service to skip searching process when in wizard mode. Wizard mode should just write data to local database.
