JSON Encounter Handler requires encounter.type_id, which should not be the case

Json Encounter Handler requires encounter type id, and it ends up in error because encounter type id is not included in forms payload. This should not be the case, since mapping between form data and encounter type should be handled by FormService through form uuid, which is provided in the payload.
