Add validation against bounded

Problem: We notice users entered different values for autocomplete fields for encounter provider and encounter location. It causes them to put in the error queue.

Need to add validation for data entered for bounded.

For example, encounter provider id data should be validated against list of provider id available in the forms and the added ones (after synchronization to add more). Same for encounter location id.

However, we don't need such validation for the combobox ones as it doesn't need the validation.
