Setting to hide/show single element

There is a need to add a setting to either show(enabled) or hide(disabled) the add single element functionality. When disabled the data collection Tab will not have sub-tabs but will change its title to Fill forms. When enabled the tab will read Data collection with the two tabs as currently is.
