Continuous fetching when empty cohort is selected on home page patient filter

Environment: apk dated September 14, 2021 on Android 10

Steps for producing the issue:

• Download an empty cohort (without any patient)
• On home page, select that empty cohort on the filter. It keeps trying to fetch patients and then app closed.
