Display form update status whenever forms are updated

This ticket entails the introduction of a feature to inform users whenever a new version of a form is available for download. The app downloads new form metadata during background sync (when the real-time sync option is enabled), after successful form upload, or when the user manually triggers forms list sync.

For any form that is updated, the app displays a notification via the update available icon, which is shown on the dashboard, all forms list and recommended forms list as shown in the screenshot below.
