Generate CSS for new UI

There's a need to generate a CSS file containing all CSS for the new UI design. The outcome is a file similar to the current UI CSS file available here: https://github.com/muzima/openmrs-module-muzimacore/blob/master/omod/src/main/webapp/resources/styles/custom/custom.css
