Any changes on setup configuration should apply to the tablets

For the case of muzima being used in different health facilities that are in different districts I.e more that 35 health facilities,

making any changes on the server side that should be applied on the app(tablets) is not easy, It needs someone to move around resetting or applying the changes to the tablets.

So making an improvement on the setup config so that changes on that setup config would be applied to the tablet (through sync) would be a major improvement.
