Disable cohort feature if online mode is enabled

There is a need to change the workflow during the initial setup. Skip download of cohorts (Even if cohorts are included in the setup configurations), clients, encounters, and obs if the Online mode is enabled. We Should also hide the cohorts tab to avoid the download of patients by use of the cohorts.
