Force Authentication against server if online mode is enabled

There is a need to modify the application to force authentication against the server every time user logs in i.e during initial and subsequent logins. This will be to ensure that the user has a connection against the OpenMRS instance, as one can be connected to the internet but have no connection to the server especially if the connection to the server is supposed to be done over LAN.
