Description
There is an issue when downloading cohort membership for a large cohort when last sync date is provided. The members of the cohort are not downloaded, thus the users have to re-configure the app by clearing data then setting it up afresh. This might be due to how the delta sync is done, thus there is a need to change how it does the delta sync.
