Sync All to include clinical summary

Currently, Sync All doesn't include clinical summary delta. It needs to include so that providers don't need to go through one by one (when PatientReport.isEnabled) - meaning the summary will be downloaded to device automatically and get delta synced when Sync All is triggered.
