Create a widget for initiating manual sync, if automatic sync is disabled

The Real-time sync option in mUzima settings enables automatic sync of various data items such as cohorts, encounters, observations, and notifications when enabled.  When this option is turned off (by users), users will need to manually trigger the sync process. 

Currently, it's quite cumbersome to trigger the manual sync, since users need to manually sync each of the items one at a time by navigating to their respective sections on the UI.  To improve on user experience, there's a need to create a single widget on the UI that can be used to trigger the manual sync process for all the data items.
