Include settings as part of periodic automatic sync

There's a need to automatically update settings in mUzima mobile app in case server-side settings are changed.  This applies to server-side only settings (i.e those that users are not allowed to change) such as:

• Require medical record number
• Enable the clinical summary feature

There's a need to discuss what settings should be synced as part of the periodic sync. i.e, should the server-side settings to enable GPS and enable SHR to override the mobile side settings?

EDIT
During the design discussion, there was consensus to make the GPS and SHR settings only editable at server side. In effect, all server-side settings should be included in the periodic sync.
