Creating 'cancel' functionality for forms that fail to meet restriction criteria e.g HTS forms for under 18months old children

There is a need to create 'cancel ' functionality for forms that fail to meet restriction criteria. This is in regard to the HTS forms for under 18months old children which restrict saving but would exist as incomplete form thereby prompting the need to cancel and do away with it completely.
