Workflow

Steps to reproduce issue-

1. On dashboard, Click on cohorts and sync any cohort if none are synced.
2. Again come on dashboard, click clients and select any client from the list.
3. From the client summary, Click observations.
4. On the top bar there are two options to display the observations:                                   [a] By Data Type       [b] By Date                                    Click "By Data Type" and it shows "Observations are still loading" whereas click "By Date" and it shows "No Observations Available". Though both the options differ only by the way they sort data, they should show same status of information available but it displays two different messages.
