The app fails to release database lock in case of failed database equests

Currently, if database activity fails in mUzima app when bugs that prevent completion of database transactions are encountered, the app fails to serve subsequent requests due to a database lock exception. As an improvement in the database level, there's a need to ensure the app releases the database lock to allow subsequent activities.
