Smart Card reader/writer in mUzima

mUzima has been implemented in facilities running KenyaEMR (flavour of OpenMRS) in Kenya to support HIV Testing Services (HTS) services. A need has emerged to integrate HTS mobile applications with smart card reader/writer so that HIV test data and a couple of other variables can be read/written to a smart card.
Introduction of smart card is to promote portability of HIV testing data across different facilities as a patient is expected to produce his/her card at every care point.

This ticket requires a design discussion on how this new feature can be included in mUzima app and the considerations that need to be put in place for a sound solution.
