Cannot parse and search concepts in Portuguese setting

      Description

      Using apk dated September 7, 2017 with Android 7.1.1.

      Steps to reproduce the error:

      • Change device language to Portuguese
      • Fresh installation of apk and pick Advanced Setup
      • On Step 5, it did not show any concepts parsed - see
      • After installation completes, go to Settings and pick Manage Concepts, type in CD4 but no concepts display for search result when the downloaded form templates have concepts in them. See and
