Downloaded observation summary did not get display correctly on Setup Progress screen

Steps to reproduce:

• Install apk dated Jan 18, 2017
• Choose Recommended Setup
• Choose any pre-configured option
• Wait for all the steps completed
• On the Setup Progress screen, all downloaded counts are displayed except downloaded observation counts which said "Did not download any observations" while it did. Please see attached screenshots.
