Periodic uploading of Proximity Logs on DMS

While mUzima DMS has a preference setting for scheduling periodic uploading of proximity logs, the logic for the uploads is currently not implemented.

Required:

1. On every specified time interval, upload proximity logs to the server
2. On every location change, upload logs to the server
3. Only attempt the upload of logs if the device has connectivity
