App allows to delete registration complete form data with associated non-registration form

After saving the registration complete form data and corresponding non-registration complete form data, it should not allow user to delete registration form data.

Steps to reproduce:

• Fill out registration form and save as complete form data
• Fill out a non-registration form data for the same client
• Go to Complete Form Data, highlight and delete the registration form data <--it should not allow as it has corresponding non-registration form data. Once the registration form data is removed and then corresponding non-registration form data is synced to server, it will end up in the error queue with the reason of "patient record is not found".
