Removing time out parameter during initial wizard setup

During the initial wizard setup, sometimes it takes long time to download observations and encounters. The mUzima application usually gets time out. So, the initial wizard setup is not complete.

When logging-in subsequently, it forces users to go through first step of the initial wizard setup, such as choosing cohort to download and choosing form templates to download even though those steps were completed before the time out.

During the initial wizard setup, mUzima should not have the time out parameter since it's likely that it takes quite a bit of time to download the related encounters/obs for the cohorts.
