Create server side handler for processing edited Obs

Create a handler to process data with 'json-obs-update' discriminator. The handler shall compare date_edited field of the Obs payload with date created of latest non voided Obs in database. If the date_edited is latest, process the data, otherwise move the data to the error queue to await human intervention.
