DOB field on registration form

Currently, the setup for birth year is from -10 years to +10 years from current year.

As a user, I expect a) it's not possible to enter a future birth year, b) continuous scroll bar to pick the birth year so that I can pick the correct birth year without too much efforts.

Acceptance Criteria:

• Doesn't display birth year after current year
• Continuous scroll bar for birth year options

Requester's Original Description: On entering DOB the year is limited to 2005 as the furthest you can go as per the screenshot. One has to select the lowest year for it to add another set of 10 years back as per 2nd screenshot.
Most providers have difficulty in achieving this. Can we have the whole list just enabled once and allow them to scroll through to select the year of birth?
