Oncology Dysplasia Form Not saving as Complete

We have experienced problems saving the oncology Dysplasia form as complete prior to submitting to production server. Upon further investigation with Simon Savai, we have discovered that the source of this problem might be associated with the "Date of latest CD4 count" being set as required.
Simon Savai or Shwetha Thammaiah, kindly assist in removing this validation from the form. The HTML form in use is found on github via the link:
