Tags on all form templates page don't filter properly

On the All Form Templates page, tags were supposed to filter out the form templates. However, it still show all the form templates despite choosing tags. The only difference is the text for non-selected tags is not shown while the colors of those non-selected tags are still there while the all form templates don't get filtered.
