On tablet, the disclaimer is not scrollable and the next button never gets activated

On smaller device, the disclaimer will get scrolled and at the end the next button will be activated. On taller device (tablet), the scroll is not needed and the bottom test will never gets executed which preventing the next button to be activated at the end of the scroll.

We need to find a way to activate the next button when there is no scrolling.
