Form data payload based on discriminator is not working

This issue is reported by Nelson Bore. When he created the demographic update form, he can't upload the payload because the upload process only understand a limited set of discriminator.

A better approach would be allowing the form upload process to send xml payload only on limited set of form (enketo based registration form and enketo based encounter form) and other form should send out the json payload.
