Prioritize upload of form data during sync all

As of version 3.4.3, the mUzima app attempts to download patient data before syncing completed forms. This slows the upload of forms especially when the list of patients available on the device is long. There's a need to review the order of syncing items to prioritize form data upload since most users click on the Sync All button when they primarily want to upload forms.
