Data sync issues

some sites have reported issues with inability to sync records  observations that were entered via OpenMRS, using the Sync All  option. However, upon clearing data on the device, then can sync the records via the initial setup process.

i.e encounters are there but without observations, yet observations are available to the server

This was observed by the muzima dev team during the visit to Kigali.
