Check if purchase of Neurotec SDK is needed

The fingerprint bio-metric implementation practicum will most likely involve two applications:

1. An application using Librehealth FingerID, that is linked to the OpenMRS module. It calls binaries on the system when a user double clicks on patient ID field. After running the fingerprint module on OpenMRS then a patient fingerprint either during registration or matching. If we have an existing patient we can edit and add the fingerprint for that particular patient. Therefore when searching for a patient on OpenMRS, a double-click on Patient ID, opens the app. It is also portable across many devices due to its ISO format. It creates a fingerprint folder that one can easily copy and be moved to another place. This Librehealth is opensource so no need for license purchase.It currently designed as a desktop application.
2. The second application was developed by the IBMI developer's team and it uses a propriety license (VeriFinger 9.0 Standard SDK – EUR 339 or VeriFinger 9.0 Extended SDK – EUR 859.) copyrighted to neurotechlogy. Just like the first application (Librehealth), this application also interfaces with OpenMRS to match and identify patients. Unlike the Librehealth application which is designed as a desktop application, this application is designed to work on a network. However one can run a local instance machine.

If we are to use both applications in the practicum we shall definitely needed to purchase a license unless otherwise.
