Have a way of not requiring users to edit cohort definition queries

There is a need to find a way of enabling the user to set a cohort definition without having to edit the queries. Currently, the LTFU(Lost to follow up) and SV(support visit) queries depend on location parameters, and since the same queries are used on different servers with different locations, this requires the user to edit the query to set the correct location for the specific facility.
