Difficulty in getting delta sync

For FGH Patient Tracing Pilot, there are two cohorts (List 1 and List 2) for case manager which are being triangulated on a weekly basis. Case manager reports that she has difficulty in getting the updated weekly list to the device unless she has to clear the cache and do a new setup. Need to investigate why this happens.
