Periodic upload of device activity logs on DMS

Though muzima DMS has a preference setting for scheduling periodic uploads of activity logs to the server, this is currently not functional. The only available option then is manual upload of logs from the device onto the server by device users. Still, this is also a hard option given that this manual upload is in settings which are unaccessible to device users unless they have the password to the app.

Requirements

1. On specified time intervals, upload device activity logs to the server
2. only attempt to upload logs if the device has connectivity
