Duplicate form data warning did not work

Environment: apk dated September 14, 2021 on Android 10

Steps for producing the issue:

• On Settings, make sure Duplicate form data warning is enabled .
• On Client Summary, fill out the same encounter form with same encounter date twice for the same client. It did not prompt warning about the duplicate form data.
